Port services are the provision of activities of general interest and operation in the ports service area aimed at making it possible to carry out the operations associated with maritime traffic and that are necessary for its correct operation in terms of safety, effectiveness, efficiency, quality, regularity, continuity and non-discrimination.
Port services are classified in general services of the port, whose provision is reserved to the Port Authority, and basic services, which are provided on a competitive basis, without prejudice that laid down in the law for the pilotage service. In accordance with that provided in law, the provision of services in the ports of general interest will be carried out by the Port Authorities in appropriate cases and by individuals that have the corresponding license or authorisation, as appropriate.
Cartagena Port Authority is a public body responsible for the management of the Port of Cartagena; significantly it is integrated into the state port system.
It is governed by Royal Legislative Decree 2/2011, of 5 September, which approves the Revised Text of the Law for State Ports and the Merchant Navy, and it manages, coordinates and controls the efficiency of the Port.
